Forecaster.ws was created by Erik Peterson. It is made in Ruby on Rails (weather data parsed using Hpricot, PostgreSQL database).
The vision behind the site is a simple and uncluttered weather information provider. This has myriad advantages, not the least of which is that this is most likely the best weather service for use with mobile devices.
The weather data comes from the National Weather Service. The data is cached locally wherever possible to minimize load on the NWS's servers. It is updated once an hour.
The weather icon set comes from Stardock. Here is the license.
